The electronic liquid industry is undergoing a seismic shift. Ten years ago, “premium” meant maximum sweetness, heavy custard notes, and neon packaging. Today, the definition has inverted. As regulatory frameworks like the FDA’s PMTA (Premarket Tobacco Product Applications) and the EU’s TPD (Tobacco Products Directive) tighten, and as consumers become more chemically literate, the market is demanding “Clean Label” products.
But in the world of inhalation toxicology, “Clean Label” is not as simple as swapping artificial ingredients for natural ones. In fact, that assumption can be dangerous.
For our clients—global e-liquid manufacturers and boutique mixologists—building a clean-label flavor system requires a fundamental re-engineering of how we approach formulation. It involves moving from a culinary mindset (does it taste good?) to a toxicological mindset (is it safe to breathe and does it taste good?).
This article outlines the technical roadmap for building a clean-label flavor system, covering regulatory compliance, carrier chemistry, and the sensory engineering required to maintain flavor fidelity without reliance on “dirty” additives.
The first step in building a clean system is dispelling the most common myth in our industry: that “Natural” equals “Safe.”
In the food and beverage industry, “natural” often implies a healthier choice. In vaping, however, natural ingredients can be fatal if not processed correctly. Many natural flavor extracts contain lipids (oils), which, when inhaled, can lead to exogenous lipoid pneumonia.
The gold standard for flavor safety is the Flavor and Extract Manufacturers Association (FEMA) GRAS (Generally Recognized As Safe) list. However, FEMA explicitly states that their GRAS status applies primarily to ingestion, pas inhalation.
As manufacturers, we must look beyond basic GRAS status. A clean-label system essentially filters ingredients through a secondary safety matrix:
Once the dangerous volatiles are filtered out, we must look at the carrier system. The traditional 70/30 VG/PG blend is standard, but the clean-label movement is pushing for higher purity and alternative carriers.
While Propylene Glycol (PG) is considered safe, it is a petroleum byproduct. For a truly clean label, many manufacturers are switching to 1,3-Propanediol (PDO).
Emerging technology, such as that pioneered by Aquios Labs, introduces water content (up to 30%) into the e-liquid formulation.

Bio-Based Carrier Heat Protection
The defining characteristic of “commercial” vape juice has historically been an overdose of sweetener—typically Sucralose or Ethyl Maltol.
But how do you maintain palatability without sugar? This is where Sensory Engineering comes into play.
Instead of adding sugar, we use “sweet-smelling” esters. The brain associates certain aromas with sweetness even if no sugar is on the tongue—a phenomenon known as phantom sweetness.
Without sweetener to coat the throat, nicotine can feel harsh. To counter this, clean formulations often use Triethyl Citrate or higher ratios of Vegetable Glycerin (VG) to smooth the vapor texture (mouthfeel) naturally.

You cannot test a clean-label e-liquid the same way you test a food product. The “sip and spit” method is irrelevant. We recommend a “Vape-Specific Sensory Triangle Test.”
Transitioning to a clean-label system is not just an ethical choice; it is a business strategy.
Building a clean-label flavor system is challenging. It requires abandoning the “easy fixes” of sweeteners and artificial emulsifiers. It demands a deep understanding of molecular volatility and inhalation safety.
However, the reward is a product that stands the test of time—both on the regulatory shelf and in the consumer’s tank. As the industry matures, the winners will not be the brands with the loudest packaging, but the ones with the cleanest chemistry.
